Time-Dependent Information

  1. While the area south of CANAL STREET remains closed to traffic, on Saturday, September 15, normal subway service was restored south of CANAL STREET, but ONLY EAST of BROADWAY. Service on the 1 and 9 lines between CHAMBERS Street and SOUTH FERRY is suspended indefinitely. The World Trade Center station on the E is closed, and the N/R line between CANAL and WHITEHALL Streets is expected to remain out of service for weeks. An absolute "frozen zone", open to authorized personnel and emergency vehicles ONLY, remains in effect in the area south of CHAMBERS and north of RECTOR Streets, east of BROADWAY and west of WEST Street. Persons seeking to enter the area south of CANAL STREET and west of BROADWAY must still provide proof of residence in order to access the area.   2. Effective Monday, September 17, the NYC Family Assistance Center will relocate from the Lexington Avenue Armory to Pier 94, which is located at 54th Street and 12th Avenue. The Center is open 8am to midnight, seven days a week. At the Center, friends and family of missing loved ones can help establish a record of missing loved ones, assist in search efforts by providing information (including hairbrushes and toothbrushes for DNA analysis) to the authorities, and to gain as much information as is currently available about their missing loved ones. Friends and family are welcome to visit the Center at Pier 94 as often as they like and to use any of the Center’s resources, which include access to waiting areas, television news, telephone, internet access, counseling, and child care.   3. the ASPCA has set up a Veterinary Hotline for those whose animals need veterinary attention -- the hotline number is: 1 212 876 7700, extension 4700. Owners of "dependent companion animals" who have either been separated from their service animals or who are concerned about the health of their service animals are directed to go to the mobile veterinary clinic located at the corner of Houston and West Streets. There is also a vet on duty at Pier 40 on the West Side to attend to animal traumas -- if you cannot get to the mobile clinics, you are asked to leave your name, address, and phone number with the ASPCA via the hotline number - 1 212 876 7700, extension 4700.
  4. by 2AM, September 12, subway service had resumed with the exception of the 3, C and Q Express. On SATURDAY, SEPTEMBER 15 subways and buses will resume normal service south of CANAL STREET, EAST of BROADWAY ONLY. ALL stations to the WEST of BROADWAY below CANAL STREET will remain CLOSED until further notice (that is, when authorities have examined the structural integrity of the tracks and the impact of subterranean activity underneath what was the World Trade Center).
  5. at 5:28AM, Wednesday, September 12, NJ TRANSIT reported that all bridges and tunnels leading into New York City remain closed. As of 5PM, September 12, most of the bridges north of the "frozen zone" have been reopened. In the early morning of September 13, the LINCOLN TUNNEL and the PORT AUTHORITY BUS TERMINAL will reopen. The HOLLAND and BROOKLYN-BATTERY TUNNELS will remain closed until further notice. The MANHATTAN and WILLIAMSBURGH BRIDGES will reopen at 6am Friday, September 14, although they may be sporadically closed throughout the day, due to President Bush's visit. The BROOKLYN BRIDGE is closed to traffic until further notice, reserved for the exclusive use of emergency vehicles ONLY.
  6. NJ TRANSIT is cross-honoring bus, rail and light rail passes. All bus service within the state of NEW JERSEY will continue to operate on a regular weekday schedule, and bus service (PUBLIC AND PRIVATE) into New York City from NEW JERSEY will resume at 6AM Thursday, September 13th. PORT AUTHORITY BUS TERMINAL will reopen at 5AM, Thursday, September 13th. The Hudson-Bergen Light Rail coninues to operate on or close to schedule. Customers are still advised to monitor the NJ TRANSIT website (http://www.njtransit.com/) or to call the NJ TRANSIT Customer Hotline number -- 1 973 491 7400 -- for late breaking travel information.
  7. as of 4am, Friday, September 14, NEWARK, JFK and LAGUARDIA AIRPORTS remain closed to commercial and civilian traffic. On September 13, NEWARK airport was authorized to receive 18 incoming flights and to allow the takeoff of a single outgoing flight.
  8. EXPRESS BUS SERVICE into Manhattan from the other four buroughs resumes on Monday, September 17
  9. the STATEN ISLAND FERRY will resume service on Monday, September 17
  10. due to the continuing emergency/rescue activities the FDR Drive is closed from 34th to the Battery. The West Side Highway remains closed from 42nd Street south to the Battery. Severe structural damage to the West Side Highway is reported near the World Financial Center complex -- it is thought that collapsing buildings and extreme temperatures may have significantly damaged the roadway.
  11. Beginning Friday, September 14, schools in Manhattan north of CANAL STREET, EXCEPT PS42, PS130, & PS131, will open as normal. ALL SCHOOLS, PUBLIC & PRIVATE, LOCATED SOUTH OF CANAL STREET REMAIN CLOSED UNTIL FURTHER NOTICE.
  12. the New York State & Municipal Primary Elections have been rescheduled for September 25, 2001
