Subj: VICUG-NYC MTA workers to report to work at 4pm (3:31 PM 12/22/2005)

at 3:28PM today, Mayor Bloomberg addressed the media 
to ask transit workers to report for their next shift, 
which begins at 4PM. however, this does not mean that 
the system will be a full capacity today, or even 
tomorrow. the mayor estimated that buses could be 
running as early as tonight, but estimated that rail 
services would take 10 to 18 hours to be restored. 
while the situation remains fluid and uncertain as to 
when regular services will be resumed, the mayor made 
it clear that the city's strike contingency plans are 
expected to end at midnight, tonight - that is, 12AM 
12/23/2005 - pending the success of the call for MTA 
workers to return to work.
